It makes the affected enemy less likely to hit. It does not itself prevent movement or automatically knock the enemy Prone.

Equipment can apply it under different conditions, such as when an enemy hits or misses you. Read the trigger as well as the result.

Ordinary Reeling is removed when the affected creature makes its next attack. Do not assume the same penalty remains for several turns.
